Purpose
Salary £40,000 circa (Band 3) This role is offered as a 6 - 12 month contract or a secondment. This Smarter Travel Unit manages programmes in London to reduce car use and maximise efficient use of London’s transport network, using behavioural change, travel planning and social marketing interventions. It works in schools, businesses and targeted residential areas to reduce congestion, climate change emissions and improve the quality of life for Londoners. Representing the Smarter Travel Unit you will be responsible for developing its programme of interventions to contribute to the Olympic Route Network (ORN) programme, reducing peak time demand on public transport hotspots and the Active Spectator Programme (ASP). This role is essential to the achievement of Games time transport objectives, in particular reducing car use, and locking in these benefits after the Olympic Games for the benefit of Londoners. You will report directly to the Head of Integrated Programmes in the Smarter Travel Unit. This will be a high profile role, requiring someone with the ability to coordinate and inspire a wide number of teams and organisations to collaborate on programmes to achieve Games transport objectives. You will have a lot of autonomy and will be expected to be a motivated self starter, and will also need to command respect of colleagues through advanced communication and negotiation skills and have considerable experience of strategic transport planning.
Key accountabilities
Develop a strategic programme of measures to manage travel demand before, during and following the 2012 Games. Develop cross TfL working to achieve synergies and value for money by working closely with appropriate departments who can have a significant impact on the delivery of travel demand management measures (e.g. Group Communications, Group Marketing, Customer Information, Real Time Information and Walking & Cycling)
Ensure that the strategy options are fully costed and the benefits of their outcomes are properly quantified and their impacts understood.
Integrate the new programme into TfL’s business planning cycle and ensure that it is embedded into the medium term (2009-2012) business plans of the Smarter Travel Unit’s programmes.
Implement robust and effective programming, monitoring and evaluation to achieve real and sustained modal shift.
Establish a structure of programme governance.
Strategically align the programme to support the wider Olympic transport strategy, the Olympic route Network (ORN) programme and existing programmes within the Smarter Travel Unit and across TfL.
Work with Smarter Travel Unit programme managers in the development of a Games Programme to ensure the programme maximises delivery through workplaces, schools, personalised travel planning and travel awareness.
Liaising with TfL’s Director of Olympic Games Transport and the ORN programme manager.
Represent the Smarter Travel Unit internally and externally, in particular with Corporate marketing and Communications, the Cycling, Walking and Accessibility team, the ODA, LOCOG and transport service providers
Maximise value for money to ensure the programme is fully aligned with the Mayoral objectives for sustainable growth, environment and social inclusion and is likely to achieve legacy benefits beyond the Games

Experience in working on projects relating to transport policy, behavioural change, smarter travel and marketing interventions. (Essential)
